REPRESENTATIVES OF PROFESSIONAL ACCOUNTING BODIES FROM TEN COUNTRIES MET IN CHISINAU TO DISCUSS THE FUTURE OF THE ACCOUNTANCY AND AUDIT PROFESSION
ACAP RM organised the 6th Edition of Cross-border Meeting of Professional Accounting Bodies on June 21-23, 2012. The Meeting was unfolded at Leogrand Hotel, Begonia Hall in Chisinau.
The Cross-border Meeting became a notorious tradition, a good opportunity to exchange information on current issues, as well as experience in the area of accountancy and audit profession with the professional bodies and regulators from many countries.
The main objective of this International Event was to improve the accountancy and audit profession, and to determine the importance of the role and responsibilities played by professional bodies in the national, regional, European and, not the least, world-wide context. Thus, the Role and Responsibilities of Professional Bodies in Regulating the Accountancy and Audit Profession was tackled in the same train of thoughts concerning the challenges faced by the Accounting Profession in the Republic of Moldova.
ACAP Moldova, as the Organiser of the Cross-border Meeting, got the honour to host well-known personalities in the area of Accountancy Profession both from the Republic of Moldova and from ten foreign countries.
The Cross-border Meeting was opened with a welcoming speech by Veaceslav Ciobanu, President of ACAP RM and by Ecaterina Necsulescu, Acting President of CECCAR (the Body of Expert and Licensed Accountants of Romania). Vice Minister of Finance Victor Barbaneagra welcomed the participants to the event on behalf of Moldovan Finance Minister Veaceslav Negruta, and pointed out the importance of professional bodies in developing the Accounting and Audit Profession. The plenary Session started with the speech of Szymon Radziszewicz, Senior Manager, Member Body Development of the International Federation of Accountants (IFAC) on Finding the Balance Regulation and the Role of Accounting Profession, followed by Michel De Wolf, President of the International Federation of Francophone Accountants (FIDEF) – “Regulation of Accounting Profession and Human Rights”, Henri Fortin and Andrei Busuioc from the World Bank – “Building a strong profession while serving the public interest”, etc.
The subsequent sessions were devoted to the presentations held by Professional Associations from the countries invited to the event: Romania, Professor Ecaterina Necsulescu (the Acting President of CECCAR) –”The Role and Responsibilities of Professional Associations in regulating the Accountancy Profession” and Horia Neamtu (President of CAFR) – “The Importance of Professional Bodies in Regulating the Audit Profession”; Hungary,Ferenc Eperjesi (Vice President of MKVK) – “Regulation of the Profession”; Poland, Krzysztof Burnos (KIBR Board Member)– “The Reform of Audit Regulation in the EU – Polish Small and Medium-sized Practices (SMPs) Perspective”; Turkey, , Prof., Dr. Serdar Ozkan (TURMOB Adviser, University of Economics from Izmir) – “Leading to Internationalization of the Accounting Profession: TURMOB’s Perspective in Turkey”; Ukraine, Oleksandr Papaika (President of UFPAA) and Professor Svitlana Zubilevych (Head of Professional Education Committee of UFPAA) – “UFPAA Role and Responsibilities in Regulating the Accounting Profession in Ukraine”; Russia, Lyudmila Khoruzhy (President of IPAR) – “The Role of the Institute of Professional Accountants of Russia in regulating the Accountancy Profession in Russia”; and Belgium, Paul Van Geyt (IBR-IRE Expert) – “Relation between Regulator and Profession”.
The event was attended also by representatives of the Regulatory Bodies, central and local public administration authorities, including the Main State Tax Inspectorate, the National Commission of Financial Market, the National Bank of Moldova, the National Confederation of Employers of the Republic of Moldova, as well as by national and international profile organisations, professional associations, representatives of profile universities and managers of consulting and audit firms – legal entities, corporate members of ACAP RM.
By organising this event, ACAP RM, representing the Accountancy and Audit Profession of the Republic of Moldova, joined the actions performed by international professional accounting bodies in their endeavours to contribute substantially to enhancing public trust in the Accountancy and Audit Profession, and to ensure a transparent and reliable financial reporting aimed at quickening the economy, civilisation and progress.
