CIPA certification program for accountants: an effective combination of training and experience.

CIPA PROGRAM – The Certified International Professional Accountant (CIPA) program is a Russian language examination and certification program for professional accountants. The program was established in 2001 by the Eurasian Council of Certified Accountants and Auditors (ECCAA), a federation of accounting and auditing associations from Moldova, Ukraine, Russia, and Central Asia.Utilizing International Accounting Standards (IAS), the program complies with international professional standards of:
·        The International Federation of Accountants (IFAC) Educational Guidelines
·        The United Nations Conference on Trade and Development / Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting (UNCTAD/ISAR) model global curriculum

The aim of the CIPA program is to:
·         Develop and enhance the status of the accounting profession and the auditor of the CIS countries;
·         Introduce IFRS and International Standards on Auditing (ISA);
·         implement standards, principles, practices and professional ethics of the International Federation of Accountants (IFAC);
·         Introduce a certification program for professional accountants based on IFRS, which includes training, conducting examinations and issuing certificates.
 
The CAP / CIPA program is unique in its:
·         Rigorous and independent examination on the territory of Moldova;
·         Basis on IFRS;
·         Certification, which has international recognition;
·         Reasonable price relative to other international certifications
 
The only representative of the CIPA program in Moldova is the Association of Professional Accountants and Auditors of the Republic of Moldova (ACAP RM), a member of the Eurasian Council of Certified Accountants and Auditors (ECCAA), and member of IFAC (International Federation of Accountants).

Since 2003, when ACAP RM began to conduct examinations for certification in the CIPA program in Moldova, more than 1,700 candidates have taken part, and the number of specialists with the title of Certified Accounting Practitioner (CAP), has reached 295, and those of Certified International Professional Accountant (CIPA) – has reached 21.

ACAP RM is actively working to ensure that its certified members have access to information for work in prestigious international companies, large joint-stock companies whose shares are traded on international exchanges and other investment and lending institutions.

Regulations on certification of CIPA
Regulations define the requirements, procedures and general procedures governing the certification of CIPA.

Certification of Candidates (persons claiming to be a qualification CAP / CIPA) is carried out to confirm their compliance with professional competence established by ECCAA.

These requirements are defined in relation to education, level of expertise and skills, and professional experience necessary to provide quality accounting services.

Candidates certified by the organization are members of the ECCAA jointly with ECCAA.
